Power to Decide Statement on House-Passed Appropriations Package

February 3, 2026

(WASHINGTON, D.C.) -  Today, the U.S. House of Representatives passed an amended version of the Consolidated Appropriations Act of 2026, which includes the Labor, Health and Human Services, Education, and Related Activities (Labor-HHS) appropriations bill. This legislation now heads to the President’s desk for signature.

The bill maintains funding for critical programs like the Title X Family Planning Program and Teen Pregnancy Prevention (TPP) Program. The bill also includes funding for the Personal Responsibility Education Program (PREP). As part of the legislative package, the House approved a continuation of funding for the Department of Homeland Security through February 13th, as negotiations are ongoing to address pervasive violence from ICE officers across the nation.

In response, Power to Decide Interim Co-CEO and Vice President, Policy and Strategic Partnerships, Rachel Fey, issued the following statement:

“Power to Decide is pleased with continued funding for TPP, PREP, and Title X, which provide critical, reproductive health information and services to some of the most vulnerable young people. We thank the congressional champions who continue to fight for these essential programs.

"However, the reality is that many people in our communities are unable to access the care they need out of fear for their safety and freedom. As an organization committed to advancing reproductive well-being for all, we urge policymakers to safeguard the rights and freedoms everyone needs to make informed decisions about their bodies and futures.”
